Combofiend is talking about the main concepts behind SFV. They are trying to make the game easier for new players to grasp and are focusing on making the characters more individual and unique. He briefly touches on lowering the execution barrier. Tons of emphasis on wanting new players to have easy access to their character's tools.
SFV - Capcom wanted to move away from a universal system only some characters benefit from and use things like V Skill and V Trigger to gives characters tools they will definitely use.
SFV - Huge emphasis on easier to execute combos. More emphasis on the game making sense at face value, lots of talk about deliberate actions and trying to move away from more "mechanical" play.
