I think this is a bit of a misnomer, but "burst mages" have been subpar for a bit. Part of this is that some utility mages also function as burst mages (Anivia and Orianna are good examples).
So it's not that burst magic damage is bad, is that there are also options for getting that function while getting utility/control. The biggest culprit was health getting better and AD items getting cheaper.
I'm on vacation for a couple weeks, so I can't go and check on our current plans in real-time right now, but I agree there's something to look at here - I'll poke at it when I get back to the office. I do think, though, this is a bit of an over-statement, even if the original thesis (AP Bursters are sub-par right now) is correct.

Here are the most recent alterations to the HP values of the small jungle creeps. Note: These changes are relative to the numbers from the 12/20 update, not the numbers from live.
Small Wolf increased to 200 from 150
Small Lizards at Red buff HP increased to 203 from 153.
Small Lizards at Blue buff HP increased to 203 from 153
Small Golem at double golems HP increased to 300 from 200.
