Not sure I see the difference. You tag an enemy. A short pause. Then they explode in AOE damage.
Please tell me something else happens Riot, because it'd be sad if it's essentially the same skill with a different animation. Especially if it has the under-turret harassing power of original time bomb with no incremental tick down.(Especially when combined with vlad pool 2.0)
Xypherous: Knock up on primary target -> Knockback on Secondary Targets -> Massive Slow on all targets hit.
Deals same damage to all targets hit.
Skillshot targetting - but that means the range is skillshot ranges as well.
If miss, "bomb" remains on the ground where you targetted, and can bind itself to an enemy if they are silly enough to walk over it.

Xypherous: Faster than Dark Binding, Slower than Mystic Shot.
Slightly faster than Sivir's Boomerang - roughly as wide.
What resources Fizz use?
Xypherous: Mana.
Vlad is still considered somewhat irritating because of a similar mechanic---and now you're putting it on an assassin? Excuse me for being skeptical, but this sounds like a highly irritating champion.
Xypherous: Why yes, yes he is. Following the Teemo principle - slightly annoying to fight = much more satisfying to kill.
To be fair, the total duration of untargetability is 0.75 seconds, he doesn't continuously deal damage and slow you during it and he's melee, so to threaten you, he actually has to stab you in the face.
His passive is gonna be something offensive or defensive?
Xypherous: His passive is mostly inconsequential - it has some very weak defenses - the large part of the passive is the utility (Ignores Unit Collision - Movement - Similar to Ghost's Effect).
He has a little bit of burst - but it's far lower than Talon. He does have a more damaging basic harass combo - and his itemization is a little more flexible, being AP.
Trickster?
Xypherous: He becomes untargetable.
He hops up to 400 units.
He then is immobile for roughly 0.25 seconds.
During the hop or the immobile period, he may choose to hop again (up to 250 units away or over a nearby wall) and deal damage in a very small area where he lands.
If he doesn't choose to hop again, instead he will slam the ground where he is to deal damage in a large area around him and slow anyone nearby.
What was the intention behind the second jump?
Xypherous: Mostly looking for interesting ways to use a long spear like weapon.
The inspiration for this one came from one of Kilik's moveset - where he can choose to do a ground slam for damage or an evasive maneuver.
If you're fast enough, you can hop over a wall with the first part of the jump to see what's on the other side and then use the second jump to jump back in case there's more than you want to handle there.

Xypherous: It starts off longish and gets down to around 70.
So are you saying his passive allows him to ignore all unit collision? Or is it some sort of conditional thing where he ignores unit collision for a few seconds or something?
Xypherous: He always ignores unit collision - so you can run through minions continuously in lane.
How can he be a good assassin if his damage is sustained?
Xypherous: Indeed, it's kind of a nebulous space to play in.
Do they disappear if the shark kills them?
Xypherous: Well, a Shark's mouth is only so big...

if im mid air over a brush, it gets revealed?
so i can jump to a bush > check > jump back ?
Xypherous: Theoretically yes, but then you're within 300 units of the bush - and so if someone was in it, they'd probably jump on you.
I understand why you'd want to balance his jumping ability so there's only a tiny window in which you can use it, but what about us international players who also have to compete with lag? Having 0.1 of a second to use an ability to its full potential vs. an American player who has 0.2 seconds to use it seems potentially harsh.
Xypherous: The ability has a buffer time, similar to Riven's, so if you want to use the second jump, you can tap the button any time while he is moving and he will jump as soon as he can.
It's not perfect compensation, but it will allow you the ability to use both parts of the move.
you say his passive allows him to ignore minions. So he's the perfect example of a champ who can literally walk out of Jarvan's ult?
Xypherous: You can't ghost through Jarvan's ult, and Janna can't walk through it.
Neither can Fizz.
I know you're reluctant to say anything about his other skills, since only his E (I'm assuming it is) and R have been officially revealed, but does his Q and W also support his theme by playing little 'tricks' on players that trip them up like his untargetable pole vault?]
Xypherous: Hm.. Well, his 'W' is only there to make the whole 'I am melee and AP' thing work. It's just a bunch of power on a skill so it isn't particularly interesting.
His 'Q' is a pretty simple blinkstrike-style ability but he always moves a fixed distance - So, if they're far away, he lands on top of them - and if they're in melee range, you move X units past them - so you can use your Q to escape melee that's right on top of you.
Every champion from Bilgewater has Grevious Wounds - Accidentally, but whatever.[/spoiler]
