We are NOT playing a normal ROM of pokemon red. This is a romhack called Pokemon Red 151. The creator descibes it as:
"Pokémon Red 151 is self explanatory by it's title, this hack will enable you to capture all 151 Pokemon in-game through different methods. Not only can you capture all Pokemon but you will notice a staggering increase in difficulty, I like to apply this to all my hacks to make them more challenging and memorable."
I have attempted to contact the creator to get more information about what exactly is changed in the mean time we know for certain:
all 151 pokemon can be obtained within this game, including mew who is somewhere in cerulean cave.
We can probably go back and claim hitmonchan even though we already got (and lost) hitmonlee.
The dome fossil's true form, Kabuto can be found somewhere on Route 4.
The trade evolutions (alakazam, gengar, etc.) can be obtained from in-game trades.
The Viridian city gym leader version of Giovanni has a Lvl 89 sandslash. I shudder to think what the elite 4 will be like...
