I figured out how to balance terran:
floating buildings have their armor set to -3
baserace isn't so guarangeed to win terran the game anymore and moving main orbital to new expo after mining it out is more vulnerable.
infantry units need to reload
units can't move while reloading
reloading takes 3 in-game seconds
units don't automatically stop to reload but it can be set on autocast
marine need to reload every 15 shots
reapers need to reload every 10 shots
marauders need to reload every 8 shots
ghosts need to reload every 5 shots
this stops imba kiting from overpowering everythign with low-tier units with little effort and gives a drawback to terran's range advantage
