They asked for death to have meaning, not just an arbitrary gold value assigned to it. Primary concerns with death have to do with PvP. Respawning needs to have parameters defined past: "Just stick them back in wherever...", this currently functions like some kind of technical demo and is the primary source of griefing in the game.
If anything, this shows us that Rare is not listening any more than they need to. If it's a sampling of what's to come with future development then I would imagine this game will be on life support soon.
A Death Cost is...
Having to collect ammunition and healing items after respawning. (currently you respawn with full ammo and health)
Not being able to respawn on your ship while you're boarded (currently, despite being bested in combat, you pop right back in with another free try to kill your enemies)
Having your ship respawn further away or even in another server after you lose in naval combat (currently players respawn at a nearby outpost and can sail right back to the skull)
Having a respawn timer that increases in time (to a cap) while experiencing consecutive deaths in PvP.
Having to restock your ship or PAY to restock your ship after it has been sunk ( currently ships restock automatically, which penalizes the person who sunk you since they received no resource reward for doing so)
When I sink a ship make their resources turn into barrels and float in the water so my crew can at least prepare for the incoming ram and barrage from the same team when they sail right back to me 3 minutes later. This is a basic concept, "To the victor goes the spoils" - FIX IT. Currently the best way to take someone down is to throw 20 sloops at them and starve them of resources, which showcases a gross lack of forethought in development and testing.
A Death Cost is Not..
An arbitrary amount of gold charged to XxSepiroth420xX for being bitten by a shark.
